The Presidency has announced the immediate suspension of the Secretary to the Government
of the Federation, Engr. David Babachir Lawal and the Director General of the Nigerian
Intelligence Agency, Ambassador Ayo Oke.
The suspension of the SGF according to sources, may not be unconnected from the pressure
mounted by the Nigerian Senate having found him guilty of aiding and abetting as well as
mismanagement and diversion of funds meant for the welfare of Internally Displaced
persons, (IDPs) in the north east.
According to a statement by the Presidential spokesman, Femi Adesina on Wednesday the
suspension of the Director General of the Nigerian Intelligence Agency, NIA, Ambassador
Ayo Oke was over the huge cash recently discovered in a residential apartment at Osborne
Towers, Ikoyi, Lagos.
President Muhammadu Buhari also announced the setting up a three man panel comprising
the Attorney-General of the Federation and Minister of Justice, the National Security Adviser
and headed by the Vice President, Professor Yemi Osinbajo to conduct both investigations.
The statement read in part: “President Muhammadu Buhari has ordered an investigation into
the allegations of violations of law and due process made against the Secretary to the
Government of the Federation (SGF), Mr David Babachir Lawal, in the award of contracts
under the Presidential Initiative on the North East (PINE). “The President has also directed
the suspension of the SGF from office pending the outcome of the investigations. “In a
related development, the President has ordered a full scale investigation into the discovery of
large amounts of foreign and local currencies by the Economic and Financial Crimes
Commission (EFCC) in a residential apartment at Osborne Towers, Ikoyi, Lagos, over which
the National Intelligence Agency (NIA) has made a claim. “The investigation is also to
enquire into the circumstances in which the NIA came into possession of the funds, how and
by whose or which authority the funds were made available to the NIA, and to establish
whether or not there has been a breach of the law or security procedure in obtaining custody
and use of the funds “
Mr Femi Adesina, through the statement, informed that the Investigating panel headed by the
Vice President is to complete its findings and submit its report to the President within 14
He said the most senior Permanent Secretary in the office of the Secretary to the Government
of the Federation and the most senior officer in the National Intelligence Agency are to act,
respectively, during the period of the investigation.
Meanwhile, reports have it that the Secretary to the Government of the Federation; Engr
David Babachir Lawal is currently in a closed-door meeting with Vice President Yemi
He was said to have arrived the Vice President’s office some couple of minutes after being
suspended over his alleged complicity in the mismanagement of funds meant for the
Presidential Initiative on North East.
